It all started when…

Back in the early 80’s Fire Safety Certificates formally known as (Form 15A) were signed to state the Building Essential Service were installed and operational as per the performance measures.

The applicable legislation governing the AFSS of buildings in NSW is now the Environmental Planning and Assessment (Development Certification and Fire Safety) Regulation 2021.

The Annual Fire Safety Statement (AFSS) confirms that each Essential Fire Safety Measure (EFSM) specified in the statement has been assessed by an Accredited Practitioner (Fire Safety) (APFS) and was found, when assessed, to be capable of performing to a standard no less than specified in the schedule, or which the measure was originally designed and implemented. 

The building has been inspected by an accredited practitioner (fire safety) and was found, when it was inspected, to be in a condition that did not disclose grounds for a prosecution under Part 15.

The Assessments and Inspection require a Accredited Practitioner (Fire Safety) to do all the checks to specific criteria, i.e., these Practitioners require to have developed check sheets for each of the measures that they are endorsing on the Fire Safety Statement as evidence for auditing purposes.
